Steve Dowell is the senior lead for Mott MacDonald’s Infrastructure Advisory team in the Western U.S., providing strategic, procurement, and due diligence services to owners, funders, and sponsors across the North American infrastructure sector. He has undertaken many roles, including project principal for transaction advisory and procurement advisory assignments, as well as asset management mandates for a wide variety of projects.
Steve is currently delivering some of the largest alternate delivery schemes within California. He has developed significant experience in selecting, producing, and managing the delivery of progressive design-build (PDB), design-build (DB), public-private partnership (P3), and construction management/general contractor (CM/GC) contract models.
Prior to working in the U.S., Steve delivered multiple projects throughout the Middle East and Europe. Specializing in delivering alternate delivery schemes, Steve has developed significant experience in advising and producing feasibility studies and business cases, technical output specifications, procurement contracts, lifecycle modeling scenarios, and payment mechanisms. Steve has also led multiple evaluations of bidder proposals, supporting clients through the negotiation phase, commercial close, and the financial close of the project.
